The'NRC inspector verified.
that reporting requirements had been met, that causes had been identified, that corrective actions appeared appropriate, that generic applicability had been considered, and that the LER forms were complete.
Additionally, the NRC inspector confirmed that no unreviewed safety questions were involved, and that violations of regulations-or technical specification (TS) conditions had been identified.

06/12/87 Safe Shutdown Review This review verified that the licensee had technically adequate procedures to implement the fire protection program.
Procedural guidance was provided to control combustible material and reduce fire hazards.
Administrative procedures also provided for maintenance and surveillance or fire suppression, detection, and support equipment.
Personnel training, qualifications, and responsibilities were adequately provided.
Maintenance evolutions that significantly increase fire risk were properly
controlled.
The NRC inspector toured accessible areas of the plant site for general area condition, work activities in progress, and visual condition of fire protection systems and equipment.
Combustible materials and flammable and combustible liquid and gas usage were restricted or properly controlled in areas containing safety-related equipment and components.
Items checked included positions of selected valves, fire barrier condition, hose stations, hose houses, halon system lineups, fire lockers, and fire

extinguishers for type, location, and condition.
There was no welding, cutting, or use of open flame ignition sources found in the areas toured.
There was some minor construction work in the yard areas, but access to hose houses and hydrants was not impaired.
There was
no construction activity noted inside the building areas toured.
Some maintenance work and surveillance testing was noted.
General housekeeping conditions were found to be very good.
Fire brigade equipment, including emergency breathing apparatus, was found to be properly stored and i
maintained.

Fire protection systems and equipment installed for protection of safety-related areas were found to be functional and tested in accordance with the requirements specified in the TSs.
A few data recording errors were noted and identified to the licensee.
These errors did not alter the procedural results.
The NRC inspector also reviewed fire brigade training and drill records.
The records were in order and confirmed that training and drills were being conducted at the specified intervals.
The last annual and triennial QA audits in the area of fire protection, SA-W3-QA-86-11 dated April 10, 1986, and SA-87-016.1 dated March 24, 1987, were reviewed by the NRC inspector.
The audits were comprehensive and in depth.
System / equipment alterations, tests, surveillance, maintenance, records, and overall program procedures were addressed.
Discrepancies identified were formally presented to the affected organization.
Responses were tracked to closecut and actions taken were reviewed for adequacy.
There were no violations or deviations identified in this area of the inspection.
4.
Exit Interview An exit interview was conducted on August 7, 1987, with those personnel denoted in paragraph 1 of this report.
At this exit interview, the NRC inspector summarized the scope and findings of the inspection.
