Areas Inspected: Observation of work and review of records relative to the installation of electrical equipment in unit 2.
Followup on previous inspec-tion findings. Followup on licensee's actions relative to IE Bulletins. The inspection involved a total of 12 inspector-hours onsite by one NRC inspector.
Results: No items of noncompliance or deviations were identified during the course of this inspection.

Licensee Action on Previously Reported Items (Closed) Noncompliance (373/77-13-04; 374/77-12-05): Failure to establish a procedare for review of cables exceeding the cable tray fill design index. The Architect-Engineer has developed a procedure for review of raceway fill index. Sargent and Lundy Instruction PI-LS-14, Revision 0, dated March 13, 1978 " Cable Tray Loading Design Indexes" assigns re.spon-sibility for review and calculation of cable tray fill design index and defines the procedure for resolution and disposition of cables that exceed the cable tray fill design index. This item is closed.
(Closed) Noncompliance (373/77-13-03; 374/77-12-04):
Switchgear and cable installed prior to receipt of documentation that materials con-formed to procurement specifications.
The inspector reviewed documen-tation indicating that 4.16 kv switchgear, 480v substations, 480v motor control centers and Cerro cable conformed to procurement specifications.
The licensee has established procedures requiring a Certificate of Conformance as the minimum documentation to be on site before safety related materials and equipment may be released to construction.

equipment. The inspector reviewed CONAM daily surveillance reports from June and July. The reports indicate that deficiencies are being identified and corrected. Equipment in the work areas observed by the inspector had protective coverings.
(Closed) Noncompliance (373/79-13-13):
Failure to establish inspection plan and acceptance criteria for instrument panel installation. The Architect-Engineer (Sargent and Lundy) has furnished acceptance criteria and tolerances foi the panel installation. Morrison Construction Company procedure PC-75A has been revised to include inspection of foundation bolts and tolerances for acceptable bolt lengths. The inspector reviewed checklists being used in Unit 1 for the retroactive inspection of the instrument panels installation. Specified measurements and tolerances were listed on the checklist (form PC-75A, Rev. 1; June 1979).
(Closed) Noncompliance (373/79-17-03):
Failure to sample tendon grease.
Licensee sampled tendon grease by removing samples from the installed tendons. Samples were tested by AF ngineering Corporation and found to meet the requirements of Sargent anu Lundy Specifications; ASTM D-512, ASTM s-992 and APHA 228-C according to A&H Report TG-1-12 dated June 7, 1979. Morrison Construction Company procedure PC-25 and PC-25A " Final Hanger Walkdown Form" reviewed by the inspector requires and provides instructions for final inspection of hangers on each piping system.
PC-25A requires the hanger inspector to compare hanger i anta11ation/ location with the approved hanger drawings, analytical dras.ngt showing the location of each support / restraint on the piping system, and the numerical listing of supports / restraints for each system. This final walkdown should provide assurance that all temporary hangers on the instrument piping are replaced by permanent hangers.
(Closed) Unresolved Item (373/79-18-01): Architect-Engineer review and approval of FCR 608 to permit cold bend straightening of quencher base plate embed bolt.
Sargent and Lundy has reviewed and approved FCR 608 per June 13, 1979 letter Reiclaitis (S&L) to Burke (CECO).

indicate that NDE was not required since in this patticular applicetion the through thickness lamellar tearing is not considered to be cause for concern due to the low stresses in the plates. The quenchers will be attached to the base plate with fillet welds on the top side of the plates and the plates are free to deflect in the vertical direction minimiziug stresses that may develop during welding.
ASME Section Ill, NF 258.1.2 requires only visual examination of bolts with diameters less than two inches.
Program or Functional Areas Inspected 1.
Electrical Components, DC System Unit 2 a.
Safety related batteries, Division 1, No. 2DC07E and Division 2, No. 2DC14E. The inspector noted that the battery rocas were locked, batteries were being maintained at an adequate lesel of cleanliness and electrolyte at correct levels.

Inspection of safety related DC cables connecting the batteries, battery chargers, and the DC control panels shows the cables to be identified by color coding per NRC Regulatory Guide 1.75.

Seismic data reports were on site for the safety related batteries and for the Power Conversion Products battery chargers types 3SD-265-50, 3SD-130-75 and SD-24-75.
During review of the seismic data reports, the inspector noted that it was unclear whether seismic data was included for the battery racks. The licensee will request clarification of the battery rack seismic data from the supplier. This item is unresolved.

2.
Containment Electrical Penetrations Containment electrical penetrations for Unit I were manufactured by CONAX Corporation and for Unit 2 by Amphenal Sams Division of Bunker-Ramo Corporation. The documentation for the penetrations for both units appeared incomplete in that data verifying environmental qualifications was not included. The licensee has requested the environmental test data be provided in order to verify that the penetrations are environmentally qualified. This item is unresolved.

Armstrong Run The inspector observed that earthmoving equipment was removing silt from Armstrong Run, a drainage ditch adjacent to the site.

siltation resulted from construction of the La Salle cooling lake.
The site superintendent informed the inspector that the drainage contractor was selected by the farmers and that the licensee was assuming the costs for the removal of the silt and reseeding the ground cover in the affected areas.
