Inspection Summary Inspection on July 5 and 6, 1979 (Report No. 50-373/79-27)
Areas Inspected: Routine, announced preoperational inspection con-sisting of review of Technical Specifications, IE Bulletin Responses and a plant walkthrough.
The inspection involved a total of 16 inspector-hours onsite by one NRC inspector.
Results: No items of noncompliance were identified.

Licensee Action on Previous Inspection Findings (0 pen) Unresolved (373/79-23-06) Operator unable to find alarm procedures in the control room.
The licensee has assigned this item to the training supervisor for resolution. The inspector discussed his concerns with the training supervisor to assist him in resolving the problem. This item remains open pending licensee determination of the probable cause of this problem and identification of corrective action as necessary.
No items of noncompliance were identified in this area.
3.
Technical Specification Review The inspector continued his review of the draft copy of the facility Technical Specifications for clarity and enforceability. The inspec-tor discussed with licensee representatives their concerns with respect to the proposed Technical Specifications.
The discussion was an item by item review of issues pending with NRR. The recent changes to the draft Technical Specifications have not been com-pletely reviewed by the inspector or the licensee.
The review of the licensee's Technical Specifications will be continued.

Review of IE Bulletin 79-09

The corrective action is correct, but not implemented. The licensee is committed to develop the program described by December 31, 1979, and to implement the program upon fuel load of the Unit I reactor. This item remains open.

5.
Plant Walkthrough The inspector conducted a plant walkthrough on July 6, 1979, to review the status of plant equipment and general housekeeping. The inspector noted that general housekeeping has shown a definite improvement from previous inspections.

6.
Exit Interview The inspector met with licensee representatives (denoted in Para-graph 1) at the conclusion of the inspection on July 6, 1979. The inspector summarized the purpose and the scope of the inspection findings.
