Projec(s Section 2 Inspection-Summary Inspection on December 1 th-ough 31, 1980 (Report No. 50-341/80-23)

Areas Inspected: Routine resident inspector, pre-operational inspection consisting of licensee action on previous inspection findings, IE Bulletin and Circular followup, licensee event followup and plant tours. The inspection involved a total of 84 inspector-hours onsite by two NRC inspectors including 12 inspector-hours onsite during off shifts.

Results: No items of noncomp1.iance or deviations were identified.

_ Licensee Action on Previous Inspection Findings W

(Closed) Unresolved item (341/80-10-01) (10 CFR Part 21-80-000) and resulting 10 CFR 50.55(e) " Containment Gas Monitoring System" reports.

The inspector verified that the modification kit and associated documentation committed to by Comsip, Inc. have been received by the licensee. Edison Engineering has completed review of the Vendor proposed modification and has issued a Field Modification Request.

The modification is currently scheduled.

No items of noncompliance or deviations were identified.

-IE Bulletin and' Circular Followup IE Bulletin 80-25 was issued during this period and requires licensee-action. The inspector verified this Bulletin has been received and

undergoing licensee review. Followup and close out of this item will be documented in a' subsequent inspection report.

Licensee Event Followup

. During December,- Level I cable pulling operation-by a site contractor was temporarily suspended by Project Quality Assurance. This action was taken to permit licensee review of ' areas of concern expressed

by a management evaluation group of the Edison Auditing Department.

' Project QA removed the stop work directive aftqr a QA review determined that the site contractor's practices and procedures were acceptable..The licensee is performing a detailed inspection of all areas of concern expressed by.'the evaluation group.

-Plant Tours The inspector conducted tours of the reactor, au;iliary and turbine

- buildings. The-inspector observed shif t turnove.s, reviewed plant operations status including control room logs.

The inspector noted' uncapped Level I small bore piping and unsupported compressed gas bottles. These items were brought to the attention of

the licensee and have been corrected.

Exit Interview The inspector met with licensee representatives (denoted in paragraph 1)

weekly and at the conclusion of the inspection period. The inspector summarized the scope of the inspection findings.
