I Inspection Summary Inspection on November 1 through November 30, 1980 (Report No. 50-341/80-19)
Areas Inspected: Routine resident inspector, pre-operational inspection consisting of a review of liecensee action on previous inspection findings, IE Bulletin and Circular followup, plant tour and meetings sith local public officials.
The inspection involved a total of 88 inspector hours on site by two NRC inspectors including six inspector-hours on site during off shifts.
Results: No items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings i

(Closed) Unresolved item (341/80-18-01) Damage to EF-2 equipment. An
{
investigation of this matter was completed by Detroit Edison Security l
Department on November 6,1980. The investigation did not result in identifying the tbne of occurrence nor any suspects. The licensee invest-igator believes the damage was the result of a deliberate act.
l The inspector has completed a review of this matter. The inspector determined that the licensee's security department had not been notified
of the occurrence and that existing " notification" procedures were
inadequate. These findings were discussed with the licensee at the weekly
management meeting. The licensee acknowledged these findings and promptly
{
notified the security department, which resulted in the above investigation.
The licensee has revised EF-2 Emergency Procedures and also issued a plant order which contains notification requirements.
No items of noncompliance or deviations were identified.

Information Meetings with local Officials A meeting with local public of ficials was held at Monroe, M1 on November 17 and 18,1980. NRC attendees were Senior Resident In-spector and Resident Inspector assigned to the Enrico Fermi-2 Nuclear Plant. The meeting was held to aquaint local officials with Resident Inspectors, the NRC Resident Inspector Program and NRC mission. Also discussed were:
local concerns, assistance and information sources, and status of Enrico Fermi-2 project.

Additional meetings are planned with local township officials and will be reported in a subsequent inspection report.
5.
Plant Tours The inspector conducted plant tours of the reactor, auxiliary, and turbine buildings. The inspector observed shift turnovers, reviewed plant operations status, including control room logs and active red tag file.
No items of noncompliance or deviations were identified.
6.
Exit Interview The inspector met with licensee representatives (denoted in paragraph 1)
weekly and at the conclusion of the inspection period. The inspector summarized the scope of the inspection finding.
