Engineering Support Section 2 Inspection Summary Inspection on October 6-9, 1980 (Report No. 50-341/80-09)

Areas Inspected: Reactor coolant pressure boundary piping work activities; safety related piping welding activities; IE Bulletin.

The inspection involved a total of 22 inspector-hours onsite by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

The inspector also talked with and interviewed several other licensee and contractor employees, including members of the quality control and craft.

IE Bulletin 80-08 The inspector reviewed the licensee's response and the supporting documents.

It was determined that discrepancies existed between the response and the supporting documents. The licensee agreed to resubmit an up-to-date response to this bulletin.

Reactor Coolant Pressure Boundary Piping -Observation of Work and Work Activities The inspector inspected the following installed pipe runs:

a.

Reactor Ccre Isolation Cooling System line No. E51-2192 from the Main Steam Header to Penetration No. X-10.

b.

Core Spray System line No. E21-3053 from Penetration No. X-16A i

to the Reactor Pressure Vessel.

l It was determined that the pipe runs were installed in accordance with the drawings.

Reactor Coolant Pressure Boundary Piping -Visual Examination of Welds

The inspector visually examined the following completed welds:

a.

Reactor Core Isolation Cooling System line No. E51-2192, welds No. IVW5, No. 4W0, No. 6W4, No. 3WF1, No. 2W3, No. 2WF1 and No. 1W2.

b.

Core Spray System line No. E21-3053, welds No. 4WF2, No. 4WF1, No. 0W4, No. 3W0, No. 0W3, No. 2WO, No. 2WF1 and No. 0W2.

It was determined that (1) weld surface finish and appearance were acceptable and there was no evidence of wall thinning due to grinding; and (2) arc strikes and weld spatter were not evident.

No items of noncompliance or deviations were identified.

Safety Related Piping - Weld Heat Treatment a.

Review of Procedure The inspector reviewed Wismer-Becker Contracting Engineer's (K-B)

procedure No. WB-C-119, Revision 4, "Postweld Heat Treating".

It was determined that the SAR, QA Manual, and ASME B&PV Code Section III requirements are met.

b.

Observation of Work Activities The inspector observed the postweld heat treatment of the High Pressure Coolant Injection System, weld No. E41-31726WF3.

It was determined that (1) weld area is instrumented to provide time-temperature recordings; (2) temperature recorders and thermocouples are properly calibrated and certified; (3) place-ment of thermocouples is in accordance with the procedure and (4) personnel are qualified.

No items of noncompliance or deviations were identified.

Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection on October 9, 1980. The inspector summarized the purpose and findings of the inspection.

The inspector emphasized his concern relative to the missing weld data sheets.

This concern was expressed during a previous inspection (IE Report No.

50-341/79-20). The licensee acknowledged the information.
