The inspection involved forty-three inspector hours onsite by two NRC inspectors.
Results: No items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (0 pen) Unresolved item 341/79-23-01 Personnel Qualification. The startup engineer will assure that the qualifications of plant instru-ment and control personnel conform to ANSI N18.1 prior to preopera-tional testing.
(Open) Unresolved item 341/80-03-01 Preventative maintenance program during preoperational testing. The program is currently being developed.

Preoperational Testing Quality Assurance Program The inspectors reviewed available documents pertinent to the preoper-ational testing quality assurance program. This review consisted of sections of the FSAR, Administrative Manual, and Startup Manual.
These manuals commit to and establish requirements for a quality assurance program applicable to preoperational testing. However, the Plant Quality Assurance Manual, Audit Program and Supporting Quality Assurance procedures, which are to be applied during pre-op testing, are still in the development stage.
The inspectors met with licensee key QA personnel to discuss QA responsibilities and QA program status. Also discussed were recent changes to the Quality Assurance Organization. Changes made have combined Edison and Daniels QA functions into one Project Quality Assurance Organization. This organization provides quality assur-ance during all construction activities including checkout and initial operations (C&IO). The Plant Quality Assurance Organization now has QA responsibilities beginning with the start of preopera-tional testing and continuing throughout plant life. Because of the ' -2-
. licensee's preoperational testing QA program status (in
development), NRC's inspection effort in this area has been de-ferred.

Plant Tour The inspectors conducted a tour of various areas of the plant to observe activities in progress and general housekeeping.

Exit Interview A Region III Projects Section Chief and an inspector met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on April 23, 1980. The inspector summarized the purpose, scope, and findings of the inspection including the reason for inspection deferal. Other items discussed included NRC Region III Organization, resident inspector / licensee interface, licensee plant status and projected major milestones.
