Results Of the four areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on February 1,1980, with those persons indicated in Paragraph 1 above. The item of noncompliance disclosed during the previous inspection (IE Repo;t No. 50-338/78-33) was discussed and closed.

Licensee Action on Previous Inspection Findings (Closed) Noncompliance (50-338/78-33-01) Procedures.

Inspection disclosed that procedures for biological monitoring and surveillance, defined in Sec-tion 3.1 of Appendix B Technical Specifications were reviewed and approved as required by Section 5.5.4 of the subject specifications.

The inspectors had no further questions.

Management Controls Inspection included a detailed revier of the following Management Controls defined in Section 5.1 of the Environmental Technical Specifications (ETS): (1) assignment of responsibility; (2) annual audit; (3) procedures; (4) station reporting requirements.

Section 5.3.1.2 of the Environmental Technical Specifications (ETS) a.

conduct the environmental monitoring program. Assignment of responsi-bility has been made with designation to management and supervision.

Inspection disclosed that management of the program was consistent with specification requirements. There were no questions regarding this item, b.

Section 5.3.2.2.a of the ETS requires that an audit of the environ-mental monitoring program shall be made at least once per 12 months.

The inspectors reviewed licensee Audit Report No. N-79-38, dated June 6, 1979, for completeness and followup of any deficiencies by the audit team. The audit results were discussed with a licensee represen-tative with respect to written replies to audit findings and acceptance of corrective actions taken. There were no questions regarding this item.

. Section 5.5.4 of the ETS requires that the biological surveillance and c.

monitoring program defined in Sections 3.1 and 4.0 of the specifications will be conducted in accordance with accepted scientific procedures.

The subject specification also requires review and approval of such procedures. The inspectors reviewed the procedures for completeness, and verified the standard analytical methods and sampling procedures referenced therein. The inspectors had no further questions.

Section 5.6.1.1, Part A of the ETS, requires that a report on the nonradiological environmental surveillance programs for the previous calendar year shall be submitted by May 1 of each year. The inspectors reviewed the Annual Report for the period ending December 31, 1978.

The inspectors also reviewed the quarterly and annual reports of contractor field data from which portions of the North Anna annual report were derived.

Inspection disclosed that the annual report appeared consistent with Technical Specification requirements.

The inspectors had no questions regarding this item.

Thermal and Biological Surveillance Section 3.1 of the ETS requires that the following areas of nonradiological surveillance shall be performed: (1) water quality; (2) thermal measurements; (3) general ecological survey; (4) impingement of organisms; (5) entrainment of organisms. The inspectors reviewed the field log for sample collection documentation. Field Log entries for the period of November 1978 through January 1980 were compared to ETS sample collection requirements and were found to be consistent.

Portions of the sample data analyses supplied by an outside contractor were also examined for accuracy and consistency. The inspectors had no questions concerning this item.

Special Surveillance Section 4.1 of the ETS requires the licensee to maintain an inventory of bulk chemicals introduced into the primary and secondary coolant loops and the service water systems and the discharge of chemicals into Lake Anna.
