Subject: NRC Task Force Study (Report No. 50-334/81-24)

This refers to the vital area study conducted by an NRC Task Force on August 17-21, 1981 at the Beaver Valley Power Station, and to the discussion of our findings held with Mr. F. J. Bissert and others of your staff by Mr. J. Cevlin of this office on August 21, 1981.

The purpose of the study was to identify vital equipment at your facility which requires protection in order to prevent a 10 CFR Part 100 release and to identify methods of protection of such equipment. While no significant weaknesses were identified as a result of this study, several recommendations were developed which, if implemented, should enhance protection of your facility and thus provide increased protection of public health and safety.

A summary of these recommendations is enclosed as an Appendix to this letter.

I would like to stress that the recommendations are suggested means of attaining enhanced protection of your facility.

They do not, however, preclude the acceptability of alternate but equivalent methods developed by you.

In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of findings of your facility security measures for physical protection is deemed to be Safeguards Information.

Each person who produces, receives, or acquires Safeguard Information is required to insure that it is protected against unauthorized disclosure.

Therefore, except for the report cover sheet, the enclosures to this letter will not be placed in the Public Document Room and will be distributed pursuant to 10 CFR 73.21(c).
