Inspection 50-334/80-30 This refers to the routine inspection conducted by Messrs. D. A. Beckman and J.
D. Hegner of this office on November 9, 1980 - January 2, 1981, at the Beaver Valley Power Station, Unit 1, Shippingport, Pennsylvania of activities authorized by NRC License No. OPR-66 and to the discussions of our findings held by Mr.
Beckman with Mr. Werling and other members of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the Office of Inspection and Enforcement Inspection Report which is enclosed with this letter. Within these areas, the inspection consisted of selective examir.ation of procedures and representative records, interviews with personnel, and observations by the in-spector.

Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notices of Violation, enclosed herewith at Appendices A and B.
These items of non-compliance have been categorized into the levels described in the Federal Register Notice (45 FR 66754) dated October 7, 1980.
You are required to respond to this letter and in preparing your response, you should follow the instructions in Ap-pendices A and B.
In addition to the need for corrective action regarding these specific items of nuncomplf ance, we are concerned about the implementation of your management control systems that permitted them to occur.
Consequently, in your reply, you should describe '
1 articular, those actions taken or planned to improve the effectiveness of your m.nagement control systems.
Additionally, in your response please specify what actions have been taken to reduce the number of normally lighted
annunciators in the control room, the rcults of actions taken, any additional steps planned to further reduce the number of annunciated conditions and a projected schedule for completion.

g In accordar.ca with 10 CFR 2.790 of the Commissica's regulations, a copy of this letter and the enclosures will be placed in the NRC's Public Document Room. If this report contains any information that you (or your contractors) believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a)
notify this office by telephone within ten (10) days from the date of this letter
-
of your intention to file a request for withholding; and (b) submit within 25 days from the date of this letter a written application to this office to withhold such information.
Section 2.790(b)(1) requires that any such application must be ac-companied by an affidavit executed by the owner of the information which identifies
,
the document or part sought to be withheld, and which contairs a full statement of the reasons on the basis which it is claimed that the infornation should be with-held from public disclosure.
This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
The information sought to be withheld shall be incorporated as far as possible into a sept. rate part i
of the affidavit.
If we do not hear from you in this regard within the specified periods noted above, the report will be placed in the Public Document Room.
The telephone notification of your intent to request withholding should be made to the Supervisor, Files, Mail and Records, USNRC Region I at (215) 337-5223.
Additionally, and in accordance with Section 2.790(d) of the NRC's " Rules of Practice," part 2, Title 10, Code of Federal Regulations, documentation of findings of your control and accounting procedures for safeguarding special nuclear materials and your facility security measures for physical protection are deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12; therefore, Appendix B and the pertinent section of the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.
