Areas Inspected:

Routine, unannounced inspection of inservice inspection activities including observation of NDE in progress, review of personnel certification records and review of ISI data; modification to recirculation spray and low head safety injection pumps including review of associated procedures and walk through inspectio~n of weld material issue area. The inspection involved 37 inspector-hours onsite by one NRC regional based inspector.

Resul ts: No items of noncompliance or deviations were identified.

Inservice Inspection (ISI) Activities a.

Observation of NOE in Progress In order to ascertain compliance with the ISI program and the applicable implementing procedures, the inspector observed the following NDE activities:

Ultrasonic examination of non-regenerative letdown heat exchanger weld number 1 and weld number 2

Ultrasonic examination of non-regenerative letdown heat exchanger bolts 1 through 4 inclusive

Liquid penetrant examination of seal water heat exchanger weld

number 1 and weld number 2 Visual examination of thermal shield flexure attachments to the

core barrel at the 90 location by remote television camera

Section XI of the ASME Code,1974 Edition, Table IWC-2600

'

requires volumetric examination of circumferential butt welds in pressure vessels.- Amendment number 22 to the Beaver Valley Unit 1 license grants relief from the volumetric examination requirement for those welds in the seal water heat exchanger.

The license amendment requires that the shell to flange weld and the head to shell weld in the heat exchanger be examined by visual and surface examination methods.

The visual examination of the flexure attachments in the reactor vessel was monitored by the use of a television receiver and the results were recorded on video tape to establish a permanent record of the inspection.

No items of noncompliance or deviations were identified.

b.

Review of personnel Certification Records The inspector reviewed the qualification and certification-i records of the Virginia Corporation of Richmond personnel who performed the examinations listed in paragraph 2a.

The review was done to ascartain that the individuals were properly qualified ir. accordance with applicable requirements.

In addition to the above, the inspector requested to examine the qualification and certification records of the NDE Level III individual responsible for certifying the Level I and Level II personnel.

The requested records were unavailable at the time of this inspection and the inspector stated that the item would be considered unresolved pending availability and

NRC review of the necessary records (334/80-07-01).

ISI Data Review The inspector reviewed data related to the following welds and

components to ascertain compliance with the requirements of

the facility technical specification,10 CFR 50.55a(g) and the 1974 Edition of the ASME B&PV Code,Section XI including the Summer 1975 Addenda:

The review of the closure head welds 1, 2, 3 and 4 disclosed the following unresolved item:

The ultrasonic data sheet associated with the above mentioned closure head welds stated that a partial examination was per-formed on the welds.

Reasons for not performing a complete examination were not documented.

The licensee is presently requesting this information from the ISI contractor. This item is considered unresolved (334/80-07-02).

No items of noncompliance were identified.

Recirculation Spray and Low Head Safety Injection Pumps M'o'dilication The modification to ensure adequate net positive suction head for the recirculation spray pumps and the low head safety injection pumps will be done by the licensee's contractor, Schneider, Inc.

The inspector reviewed procedures governing welding and weld material control, and, in addition, made a walk through inspection of the Schneider, Inc. weld material issue area.

The inspection was done to ascertain that procedural requirements with respect to weld material control were adhered to.

The inspector's review included the following:

Unresolved Items Unresolved items are items about which more information is required to ascertain whether they are acceptable items, items of noncompliance or deviations.

Two unresolved items disclosed during this inspection are discussed in paragraphs 2b and 2c.

5.

Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on February 22, 1930. The inspector summarized the purpose and the scope of the inspection and the findings.

In addition to those denoted in Paragraph 1, the NRC resident inspector, Mr. D. Beckman attended the exit meeting.
