Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (334/80-07-01):

NDE Level III certification records availability.

The inspector reviewed documentation provided by the Westinghouse Electric Corporation to the licensee and a copy of ASNT Certificate No. FM 705. The reviewed documents verified the questioned NDE Level III certification. This item is considered resolved.

Welding a.

Observations The inspector observed welding on the recirculation spray and low head safety injection system modification.

The inspector noted that FW 22 was completed and awaiting examination by liquid penetrant. The weld surface was ground and smoothly blended into the adjacent base metal so that the penetrant test could be done.

The weld was visually inspected and accepted by Schneider quality con-trol.

Fit up, tack welding and inspection of socket weld FW 38 was observed by the inspector.

Field welds 15 and 16 were awaiting QC inspection when observed by the inspector and appeared to require further work prior to liquid penetrant inspection.

Subsequent to the inspector's observation, the welds were inspected by Schneider QC and rejected due to insufficient weld metal and possible surface defects.

The unacceptable conditions were scheduled for improvement and reinspection by the QC inspector.

Welder performance qualification records were reviewed by the inspector for Welder No. F 388 and Welder No. F 349, who worked on weld FW 22 and weld FW 38, respectively. The records indicated that the welders were currently qualified in accordance with the applicable provisions of the ASME Code,Section IX and AWS D1.1.

No items of noncompliance were identified, b.

Nondestructive Examination The inspector witnessed the liquid penetrant inspection of weld FW 22, 6" Mpe trunnion to 10" elbow.

The observation was 'made to ascertain thac the inspection was done in compliance with the @nlicable procedure by a qualified examiner.

The inspector found that the examiner was certified to Level III in the liquid penetrant method in accordance with the applicable requirements of SNT-TC-1A and the Schneider QC Procedure 1.2, by a properly qualified NDE Level III individual.

The inspection was done in accordance with approved procedure PT-969-1, which was available at the work area.

Indications were removed and the areas were re-examined by the liquid penetrant method.

No items of noncompliance were identified.

Review of Welding Procedures The inspectoe reviewed Schneider document SP-BVM-100, Revision 6,

" General We', ding Procedure for Piping," SPBV-300C and Procedure Qualification Record No. 760783 associated with SPBV-300C.

4.

Exit Interview The inspector met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on April 17, 1980.

The inspector summarized the purpose and the scope of the inspection and the findings.

In addition to those denoted in paragraph 1, the NRC resident inspector, Mr. D. Beckman, attended the exit meeting.
