were reviewe .1 Semiannual Radioactive Effluent Release Reports The licensee reports radioactive gaseous and liquid effluents and solid radwaste shipments twice annually under Technical Specification 7.3.C "Reports". The reports covering the first and second half of 1987 were reviewed for errors, anomalous measurements, omissions, trends and conformance to the reporting requirements in NRC Regulatory Guide 1.21. No omissions or errors were noted. No abnormal releases occurred in 1987 and no liquid discharges were mace in the second half of 198 Within the scope of this review, no violations were note .2 Radioactive Liquid Effluents Batch liquid releases for the period 1987 and 1988 (Jan. Brief review of the ODCM deter-mined that it generally uses documented and approved guidelines in NUREG-013 For liquid radioactive releases on a lake, water and fresh water fish ingestion to teenage dose receptors are the critical pathways. The inspector reviewed dose calculations to the liver of a teenage indi-vidual for two batch releases as follows:

Facility Technical Specification 6.5.2.8 requires audits of the conformance of the facility operation to provisions contained.within the Technical Specifications at least once per 12 months, and also audits of the Radiological Environmental Monitoring Program (REMP) once per 12 month The inspector determined that the licensee had not audited the radioactive effluents portior,s of the Technical Specifications or the REMP since November, 1986.
