Plasse, Resident Inspector In addition to the above, several staff members, both licensed and non-licensed were interviewed during this inspectio * Denotes those present at the exit meetin .0 PROGRAM AREAS INSPECTED 2.1 Licensed Operator Training Documentation Training Procedures ITP-1 "Management of Training Group Records" and ITP-S "Licensed Operator Requalification" and the requali-fication training schedule of 1987-1988 were inspected to ensure compliance with 10 CFR 55.59 (Requalification Program). The inspectors selected three (3) Senior Operator and four (4)

Reactor Operator training files to determine compliance with Section 6.1 of ITP-1. On a random basis, four (4) quizes with a score of less than 80% were verified to have been properly remediated and documented in accordance with Section 6.2.b of ITP- Requalification examinations taken in 1988 by four (4) licensed operators and one (1) certified training instructor were selected for parallel grading. The inspectors determined that the licensed operator training records were complete and well maintained. A computer database links training records with individual training file This system enabled the inspectors to readily identify training record elements and easily inspect individual training files No violations or deviations were foun .0 Licensed Operator Interviews The inspectors interviewed three (3) Senior Reactor Operators and four (4) Reactor Operators. No provision was in place to ensure that requalification written examination grading quality was checke Procedure ITP-5 "Licensed Operator Requalification" was revised to require all requalification examinations to be independently checked to verify grading consistency. This check consists of parallel grading of appreximately 10*J of the questions in each section of the examination. Requalification program lectures were shortened or not given as scheduled during the 1985 cycl This situation occured because the Licensee underestimated the impact of Advanced Technical Training on the Requalification program. The inspectors verified the completion of the 1985 cycle, and the Licensee has committed to fully assess the impact on the requalification program if a similiar t. raining program is utilized in the future. Required reading assignments for 1984 were missed, and corrective acticr was not taken until 198 A computer tracking system is utilized to track and report to upper management the status of required reading by the licensed staff. No procedure existed to assure that oral examinations were given when scheduled or to make up missed examinations in a timely manner. There was no provision to give oral examinations to the individuals who administered the cral examination Procedure ITP-5 "Licensed Operator Requalification" was revised to require all scheduled oral examinations to be completed. The schedule is tracked and reported to upper management. Admini-strative controls are in place and used to ensure individuals that administer oral examinations are examined orally by the Training Superintendent / Operations Superintendent.
