Summary:
Special enforcement conference convened by NRC Region I management to discuss NRC concerns regaraing a recent, inspection f'.iding (50-333/81-19)
which identified that both drywell continuous air monitoring systems were rendered inoperable as a result of the failure to reopen two sample line isolation valves foHowing the performance of a surveillance test.
Senior licensee and NRC Region I management attended the meeting in the NRC Region I office. The meeting was one hour in duration.

Discussions NRC Region I management opened the meeting by summarizing their findings and concerns regarding the isolation of both drywell continuous air monitoring systems rendering them inoperable when they were required by Technical Specifications to be' operable. Tt.e NRC expressed concerns relative to the event itself and to the factors that led to the event.
The licensee's management representatives discussed the corrective actions completed and those planned to address the immediate'causes of this specific event. These actions included procedural revisions, discussions with the facility's staff regarding this event, and an expressed commitment to increase personal accountability within the facility.'s staff.

facility. These actions include steps to improve the corporate support of site activities by increasing the size of the corporate staff dedicated to the support of the facility. Additionally, the Resident Manager at the site has been replaced by a corporate officer, who was the former Resident Manager, and who will act in the interim period while a permanent successor is chosen and trained.

Results The NRC Region I management acknowledged and commented on the licensee's.
proposed corrective actions discussed in paragraph 2 above.
Region I also expressed concern over the possible further deterioration of the management performance durinj the transition period following the replacement of the site's Resident Manager.
It was further stated that Region I will be especially attentive to those factors in the facility's overall per#ormance that would indicate any further deterioretion during thir period.
