STATUS REVIEW OF THE COMMITMENTS MADE TO UPGRADE THE RADIATION PROTECTION PROGRAM On November 17, 1988, representatives of the NRG met with Virginia Electric and Power Company (VEPCO) personnel at the Surry facility in Virginia to review and discuss the status of the commitments made* by VEPCO to upgrade the radiation protection program at the sit The meeting was held at the request of the NR The attendance list is enclosed as Attachment A to this summar Attachment B outlines the text of the VEPCO staff presentation regarding the commitments

Licensee-personnel stressed their conclusion that a lack of *management controls had led to a breakdown in the radiation protection program and that many steps had been taken to correct the proble The actions taken to improve the program included organization and staffing changes in the Health Physics organization at the site, implementation of the company's radiation protection plan, upgrading the training given to the HP staff, and implementation of a radiological assessment progra The licensee indicated that most of the actions outlined had been completed and that those remaining would be completed by the end of the yea Some of the acti ens or programs that had been

NRG inspections, would continue such as the assessment function performed by members of the corporate staf Following the presentation, the licensee conducted a tour of the radiologically controlled area (RCA).
