The inspector observed the below listed radiographs being interpreted for acceptance by the licensee's qualified film interprete These observations were conducted in order to assess the interpreter's ability to apply the applicable acceptance criteria, determine if the film quality is acceptable in accordance with the applicable code requirements, and specifically to verify the interpreter's proficiency for determining the adequacy of the following:

radiographic film interpretation following the final item acceptance by a film interprete The inspector was concern that currently, there is no sampling program in place for assuring the reliability of radiographic film interpritation: This is normally accomplished by requiring a second independent radiographic film evaluation by another a qualified film interpreter. The inspector discussed his concern with the site NOE Supervisor, the Corporate Level III Senior Staff Specialist, and the Corporate !SI NOE Services Manage The fol lowing agreements were made as a result of these discussions:
The Corporate Level III will immediately initiate a policy memorandum unofficially requiring a second independent interpretation of radiographic film in specific instance Corporate Management will, within the next 90 days, establish a documented formalized program that contains guidelines indicating when radiographic film will be required to have a second independent interpretatio The inspector informed the licensee that an Inspector Followup Item would be initiated in order to follow the licensee's progress with regard to this concer The below listed radiographic film was independently interpreted by the NRC inspector to determine if radiographic quality was in accordance with the applicable procedure and Code requirements and to specifically verify the following:

The NRC inspector requested that this area be re-radiographed with the radioactive source in a slightly different position from the original radiograph in order to see if a positive identification of the crack like indication could be determine The area was re-radiographed and the film was interpreted by the licensee Corporate Level III and the NRC inspecto The indication was determined to be a surface indication and was not connected to the por fla The weld in this area was considered acceptable by applicable acceptance standard (3)

The inspector reviewed documentation indicating that a ten pound lift test had been performed on magnetic particle AC yoke 04483 and a review of magnetic particle material certification records for Batch Number 87C024 indicated the sulfur and halogen content of the material was within acceptable content limits.
