Routine unannounced inspection of the general employee train-ing and on-the-job training program for Unit 1 and Unit 2 plant staff and an inspection of the Unit 1 licensed operator requalification progra The inspec-tion involved 32 inspector hours onsite and 14 inspector hours at the Quinton training center by two regiona 1 based inspector Results:
Of the three areas inspected, no items of noncompliance or deviations were identified in two area Two apparent items of noncompliance were identified in the remaining area (Infraction - failure of operators to review facility design change Deficiency - failure to maintain adequate records for the requalifica-tion program - Paragraph 3).

3 Training Program The Midura letter of October 12, 1979 requested Operator Licensing
- sranch approval of a proposed modification of the Salem Unit 1 Licensed Operator Requalification Program while Unit 2 operator licensing training is in progres The program, as modified~ would be suspended with the exception of four requfrement They are:

Collins response dated November 9, 1979 approved the temporary modification but added a stipulation that proper records of the requalification program, as modified, would be maintained by the license The i.nspectors reviewed the training activities of the licensee to verify compliance with the requirements of the Unit 1 modified requalificatian progra A systematic procedu~ ta insure operator review of facility design changes is not in plac Consequently, there is no direct evidence that all licensed operators and senior operators review facility design chang~s as required by 10 CFR 55 Appendix This failure to accomplish the required reviews constitutes an item of noncompliance of the infraction level (272/80-14~01).
Salem Generating Station Training Procedure 10 requires records of simulator training to be maintained in the individual training fol-der No record of simulator training, other than that associated with reactivity manipulations, was found in the records of either the three operators or the four senior operators reviewe This is an item of noncompliance of the deficiency leve (272/80-14-02) Lesson Plan Review Sample lesson plans for the licensee-taught portions of the Unit 2 training program were reviewe No items of noncompliance were identified, however, two items were discussed with the licensee's representativ The lesson plan for Unit 1-Unit 2 Differences was handwritten with some unresolved questions appearing in the margins of the instruc-tors copy (272/80-14-03, 311/80-10-01).
Also, the lesson plans on file at the Quinton Training Center do not indicate Unit 1 or Unit 2

program at Salem Generating Station and references ANSI/ANS 3.1-197 The program contains training in radiological health and safety, station emergency plans, industrial safety, fire protection, security and quality assuranc Female employees are briefed on the contents of Regulatory Guide 8.1 The lesson plans for various topics were reviewe The following matter was discussed with a representative of the licensee concerning the GET progra ANSI/ANS 3.1~1978 requires new* employees receive a general description of the plant and station facilitie Only a cursory introduction is given in the present progra The licensee's representative agreed to incorporate a more in-depth discussion of this topic into the General Employee Training Progra This item will be reviewed on a future inspection (272/80-14-05, 311/80-10-03).
