Gas Company. and Region I staff to discuss: corrective actions relative to the simultaneous removal from service of all three emergency diesel generators on October 31, 1979; plant physical security matters; and radiatton protection matters. Twelve hours of Region I staff time were expended for this meeting~

actions relative to an event which occurred on October 31, 1979, while Salem Unit 1 was in cold shutdown (Mode 5). The event concerned the simul-taneous removal from servic*e of all three emergency diesel generators by an unlicensed member of the operating staff in order to perform routine main-tenance. Technical Specifications require a minimum of two operable diesel generators in this mod This. event was reported to NRC by the licensee in Licensee Event Report 79-71/03, dated November 30, 1979 and was reviewed during a Region I inspection conducted on November 18 - December 15, 1979 and January 9, 1980 (Combined Inspection Report Nos. 50-272/79-32 and 50-311/79-37).

Due to the potentially serious nature of this event, enforcement correspon-dence dated February 11, 1980 from the Director, Division of Reactor Operations Inspection,. Office of Inspection and Enforcement, transmitted a Notice of Violation citing an item* of noncompliance at the infraction level and detailing the failure to fallow procedures which lead to this even The NRC's concern related to an intentional total loss of emergency power capability was also emphasized and the licensee was directed to address the above item and outline corrective measures to prevent recurrence in a meeting with the Director, Region.

Other matters addressed.by the Region I.staff during this meeting were plant physical security and radiation protection. These matters are discussed in Inspection Report No. 50-272/80-02 and Inspection Report No. 50-272/80-03, respectivel Licensee's Proposed Correctiv~ A~tion Conc~rning the Diesel Generator Event The licensee acknowledged,the item of noncompliance and provided the following information concerning the proposed corrective actions to prevent recurrence:

Station practices have been changed to permit only the licensed Shift Supervisor or Senior Shfft Supervisor to authorize tagging equipment. ~ut of ser.vice.
