Areas Inspected:
Included a review of the circumstances surrounding the degradation of a vital area barrier, which involved aspects of the following inspection modules:
Security Plan and Implementing Procedures; Management Effectiveness; Security Organization; Records and Reports; Testing and Maintenance; Physical Barriers - Vital Areas; Access Control - Personnel; Training and Qualification - General Requirements and the Safeguards Contingency Plan.
Portions of the following additional inspectinn modules areas were also reviewed:
Physical Barriers - Protected Areas; Compensatory Measures; Detection Aids - Protected Area and Alarm Stations.
i Results: The licensee was found to be in compliance with NRC requirements during this inspection except as noted below:
Physical Barriers - Vital Areas: A vital area barrier was degraded for approximately 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
Records and Reports: A security event was not reported in a timely manner.
In addition, one unresolved item was identified concerning the bullet resistance of some barriers.
