-Construction Using Concrete Expansion Anchor Bolts." Background IE Bulletin 79-02 addresses the design and construction of pipe support baseplates with concrete expansion anchors. The bulletin was issued March 3, 1979, and supplemental revisions were issued July 21, August 20, and November 8, 1979. The primary purpose of the bulletin was to assure that licensees had appropriately considered baseplate flexibility and its potential effects on anchor load Program Directives The NRC inspector reviewed the following:

Pull Test Procedure for Verification and Inspection of Concrete Fasteners in Responsc to NRC IE Bulletin No. 79-0 * Procedure for Verification and Inspection of Concrete Expansion Anchors in Response to NRC IE Bulletin No. 79-02 (Ultrasonic Testing).

factors to values below Bulletin requirements. The Bulletin

specifies minimum values of'four for wedge type anchors and five for shell type. anchors. Anchor installations. included

both types. In no case was the calculated safety factor

(2) Laboratory

The licensee retained Soil Testing Services of Wisconsin, Incorporated to develop empirical data on. torque / tension for both wedge type and shell type installations. . Data was

developed on anchor bold diameters of one-half inch through one inch sizes'in one-eighth inch increment bolt diameter steps. This data was used later to relate torque / tension values in production testing.

(3) Production Testing The licensee inspected all Seismic Category I pipe supports to verify design / construction integrity of these systems. Also, all Seismic Category I pipe which was supported on concrete masonry structures was modified to remove all supports from

, masonry to monolithic concret d. Test Results The final summary of the baseplate and anchor bolt evaluations is as i

requirements. The repairs / modifications were accomplished in accordance with licensee engineering and QA/QC requirements. The NRC inspector reviewed a sample of the QC documentation. Also, several of the modifications / repairs were inspected in the company of the Superintendent of Maintenance and Construction. All program

directives, and engineering and QC documentation were found to appropriately address the Bulletin issues. No discrepancies between i- design drawings and construction were discerned,

Based on the aforementioned data, it is concluded that IE Bulletin No. 79-02 has bee-fully implemented at the Point Beach Nuclear Plant. .No

violations or deviations were identifie . Exit Meeting The inspector met with licensee representatives (denoted under Persons-Contacted) on Septembeer 18, 1986. The inspector summarized the purpose and findings of the inspection. The licensee acknowledged the findings as reported herein. The inspector also discussed he likely informational content of the inspector's report with regard to documents or processes reviewed by the inspector during the inspection. The licensee did not identify any such documents / processes as proprietar .
