Gentlemen:
This refers to the special physical security inspection conducted by
Mr. B. Drouin of this office during the period April 2-10, 1986, of
activities at the Point Beach Nuclear Plant authorized by NRC Operating
Licenses No. OPR-24 and No. DPR-27 and to the discussion of our findings
with Mr. J. Zach and other members of your staff at the conclusion of the
onsite inspection.
The primary emphasis of this inspection was to determine the cause and the
significance and to evaluate the corrective actions pertaining to the event
described in your Security Event Report No.86-001, dated March 31, 1986.
Our evaluation of the event was discussed with your staff at the April 4,
1986, exit meeting and again during the Enforcement Conference held at the
Region III office on April 15, 1986.
During this inspection, certain of your activities appeared to be in violation
of NRC require:nents. You will be notified by separate correspondence of our
decision regarding enforcement actions cased on the findings of this inspection.
No written response is required until you are notified of the proposed
enforcement action. However, we request that you provide further information
regarding the unresolved item discussed in Section 6 of the enclosed report.
Areas examined during this inspection concern a subject matter which is
exempt from disclosure according to Part 73, Title 10, Code of Federal
Regulations, Section 73.21(c)(2).
This information must be handled and
protected in accordance with the provisions of 10 CFR 73.21. Consequently,
the enclosure to this letter, our report of the inspection, and your response
to the concern identified in the enclosure to this letter will not be placed
in the NRC Public Document Room.
Therefore, the actions you take regarding
the concern ident.ified in the enclosure should be submitted as a separate
enclosure to yc, e transmittal letter in the manner prescribed.
