SAFEGUARDS INFORMATI9N SIL 2 3 1987 This refers to your request identified in your response letter dated July 10, 1987 in which you request that we reduce the severity level (SL) for Violation No. 2 identified in our Inspection Report No. 50-255/87009 dated June 10, 1987 from SL IV to SL As stated in our inspection report, the violation related to a programmatic inadequacy with you procedure for reporting security event The failure in this procedure would have caused your staff to improperly identify and report an event in the time period required by 10 CFR 73.7 You requested that the severity level be reduced because our evaluation of an event was *changed when additional facts were obtained. That evaluation led totheidentification of the subject violation but was not, in fact, part of it. The cited violation was based on a programmatic deficiency, not an event. That prograrrunatic deficiency was considered to be 11more than minor significance.
