2.
Physical Protection of Safeguards Information The inspector reviewed the licensee procedures and records, had discus-sions with personnel, and performed an inspection of Safeguards Information (SGI) repositories selected at random to determine whether the licensee's program for the protection of Safeguards Information meets the general performance requirements of 10 CFR 73.21. The inspector's review encompassed the types of information being protected, physical protection (in-use and in-storage), markings, access, reproduction, destruction and external transmissions, including automatic data processing systems.
At 12:28 p.m., January 29, 1987, the inspector, while performing the inspection of randomly, selected licensee SGI repositories in an office building inside the site protected area, found a designated SGI repository unlocked and unattended. The inspector determined that the repository contained SGI. The licensee's security representative who was accompa-nying the inspector immediately locked the repository.
Subsequent discussions with security personnel who had followed up on the event revealed that the authorized office personnel responsible for the repository had left the office for lunch about 12:20 p.m. and had failed to lock the repository. An inventory was performed when the authorized personnel returned from lunch and no missing documents were identified.
Failure to properly secure unattended Safeguards Information in a locked security storage container is an apparent violation of NRC requirements.

Exit Interview The inspector met with Mr. N. Tasker at the conclusion of the inspection on January 29, 1987 and summarized the scope and findings of the inspection.
At no time during this inspection was written material provided to the licensee by the inspector.
