Violation B 1.

Description of Violation

10CFR50, Appendix R, Section Ill.G.1 requires that fire p features shall be provided for systems and components im satt shutdown, such Sat one train of systems necessary to ach and maintain het shutdown remains free of fire damage. One method of achieving this is to provide separation of redundant safe shutdown equlprnent by a horizontal distance of more than 2o feet with no intervening combustibles in accordance with loCFR3o, Appendix R, Section Ill.G.2.b. An exemption from the above requirements requested and granted by the commission in accordance with the 10CFR30.12 requirements.

Contrary to the above, the distance separating the redundant auxiliary feedwater headers and their isolation valves 2-FW.OA and 2.F043B was less than the required 20 feet and there were intervening combustibles ln addition no exemption from the ab requirements was requested.

_A# mission or Denialof Violation NNEC0 does not contest the violation as set forth in the Notice of Violation.

Reason for Violation NNECO was fully aware of the requirements and believed it was in fc!! compliance without an exemption request. An analysis had been performed which concluded, that the valves are designed to fail open and that multiple het shorts would be required for the valves to fall closed, that both valves faling closed was not a credible event and inerefore the redundant components could be considered free of fire damage. Based on this analysis an exemption request was not filed, it was considered that the evaluation provided a su!ficient basis for not submitting an exemption request.

Corrective Action Taken Following the identification of the absence of an exemption re from Section !!!.C.2.b of 10CFR$0, Appendix R for the discharge valves 2.FT-43A and 2.Fw-43B of the austhary feedwater system, NNECO established an hourly fire watch patrol of the fire area.

NNECO will maintain the hourly fire watch patrol until such time as the Staff has received and approved the exemption request.

The estimated date for exemption request SJbmittal is February 1, 198a.

Corrective Actions to Avoid Future Violations NNECO believes that the lack of an exemption request in this instance is an isolated occurrence. NNECO believes that ch the current process to determine the need for an exemption req are not warrahted.

11.. Response to open Items The following information addresses the open items cited on D No.Ed% for Millstone Unit No. 2 during the inspection conducted on July 1317,1987.

Several fire doors in the Auxiliary and Turbine Bu!! din 6s have been modified with fusible link " hold open" devices such t%t they do not conform with the NFPA Standard No.M.

Response NNECO wil1 replace the fusible link " hold-open" devices on the fire coors in accordance with NFPA lo guidelines.

The replacement of fusible link devices with approved NFPA to devices will be completed by January 30,1988.

Item C The sprinkler system in Fire Zone A.19A is obstructed by a newly installed celilng partition.
