' Millstone Nuclear Power Station 50-336 Units 1, 2 and 3 50-423 License Nos. DPR-21 DPR-65 NPF As a result of the inspection _ conducted on January 27 and January 29, 1987, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified:
10 CFR 73.21(d)(2) states, in part, that when Safeguards Information is left unattended, it shall be stored in a locked security storage container.
Licensee Administrative Control. Procedure ACP 7.11, dated June 28, 1985 and titled, " Control of Safeguards Information," states, in part, in paragraph 6.1.4.3, that Safeguards Information will be stored in accordance with the requirements of 10 CFR 73.21.
Contrary to the above, at 12:28 p.m. on January 29, 1987, a licensee designated
' Safeguards Information security container containing Safeguards Information, located in an office complex in the site protected area, was found unlocked and unattended.
This is a Severity Level IV violation.
Pursuant to the provisions of 10 CFR 2.201, Northeast Nuclear Energy Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the
