Millstone 3 Routine Inspection 50-423/87-21 (9/22/87-11/2/87)
This refers to above subject the routine resident safety inspection of Millstone Nuclear Power Station, Unit 3.
The results of the inspection are described in the NRC Region I Inspection Report enclosed with this letter and were discussed with Mr. C. H. Clement of your staff at the conclusion of the inspection.
No notices of violation are being forwarded with the enclosed report and no reply to this letter is required. The security events in detail 3.2 of the enclosed report are, however, being separately addressed in conjunction with i
the physical security findings ir, Inspection Report 50-245/87-22; 50-336/87-20; I
50-423/87-18.
Detail 9 of the enclosed report updates the NRC review of unnecessary control
'
room annunciations at Millstone 3.
For the radiation monitoring system (RMS),
it was noted that 10-50 annunciations per hour are received during power operation.
In one case, as documented in Report Detail 6.1, a high radiation
)
level was masked by other, nuisance alarms. Also, the operating staff has
'
acknowledged that nuisance alarms adversely impact on operator attention to valid alarms. We therefore recommend increased attention to effective elimination of nuisance alarms.
