This refers to the inspection conducted by Messrs. J. Barker, N. Chrissotomos and J. Hughes of this office on September 5-8, 12-14, 20-22 and 26-28, 1978, of activities at Dresden Nuclear Power Station authorized by NRC Operating Licenses No. DPR 2, No. DPR 19 and No. DPR 25 and to the discussion of our findings with you at the conclusion of the inspectio The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personne During this inspection,.certain of your activities appeared to be in noncompliance with NRC requirements, as described in the enclosed Appendix A. The inspection showed that action had been taken to correct the identified noncompliance and to prevent recurrence. Review of Plant Maintenance (Units 1, 2, and 3)
The inspector reviewed safety related work requests to verify that safety related work was being properly identified, approved procedures were being used where applicable, maintenance acti vities were being properly inspected. Functional testing and calibration prior to returning components or systems to an operating status was being accomplished, quality control records were adequate, personnel assigned maintenance work were properly qualified, and that all.safety related maintenance work requiring reporting to the NRC was reported as identified in the Technical Specification No items of noncompliance or deviations were identifie.
Self-fired Water Heaters -
Safety Considerations The inspector verified, that there are two domestic water heaters in proximity to the control roo The first electric water heater is located in the southwest corner of the Unit 3 control panels, one floor elevation above the con trol room. Separation is approximately 10 feet behind the con tainment system panel,.a 6" concrete wall and 15 feet vertically to the next floor level and another 6" concrete wal The water heater is separated from the battery room by approxi mately 20 feet with a 6" concrete wall and door between the The specifications are as follows:

Review of Plant Operations The inspector reviewed the plant operation's including examinations of control room log books, routine patrol sheets, shift engineer log book, equipment outage logs, special operating orders, and jumper and tagout logs for the period of September 2-28, 197 The inspector also made visual observations of the routine sur veillance and functional tests in progress during the perio This review was conducted to verify that facility operations were in conformance with the requirements established under Technical Specifications, 10 CFR, and Administrative Procedure A review of the licensee's deviation reports for this period was-conducted to verify that no violations of the licensee's Technical Specifications were made. The inspector conducted a tour of Units 1, 2, and 3 reactor buildings and turbine build ings throughout the period and noted that the monitoring instru mentation was recorded as required, radiation control was properly established, fluid leaks and pipe vibrations were minimal, seismic restraint oil levels appeared adequate, and equipment caution and hold.cards agreed with control room-record No items of noncomplianceor deviations were identifie
