Review of Program and Precedures
The inspector reviewed procedures No. DTS-020-1, Rev. I and No. DMP-10, Rev. O.
The inspector determined that the procedures

are acceptable and met the Technical Specification requirements.
'
However, procedure No. DMP-10 is not specific relative to the
!

hydraulic snubber lock-up testing. The licensee agreed to replace procedure No. DMP-10 with the existing procedure used in
!
Units 2 and 3 which is more definitive relative to lock-up testing.

Observation i
The inspector independently inspected five (5) hydraulic snubbers located in the Refueling Floor, six (6) spring hangers in the Secondary Steam Generator loop "D" Recirculation
.
System and the associated supporting structures for the above
'
items. The inspector determined that (1) deterioration and
'
corrosion are not noticeable, (2) deformation or forced bending
'
are not evident, (3) holts and nuts appeared to be tight and
secure, (4) spring hcigers appeared to be in their appropriate positions and (5) flu.d in hydraulic snubbers does not appear to be leaking except snubber No. CSR-16.
The inspector noted

Review of Records c.

The inspector reviewed the reports of test and surveillance
~
performed during the summer 1977 outage. The inspector deter-
-
mined the tests and inspections were conducted in accordance with Technical Specification and procedure requirements.
No items of noncompliance or d,eviations were identified.
Exit Interview The inspector met with licensee representatives at the conclusion of the inspection on January 18, 1977. The inspector summarized the scope and findings of the inspection. The licensee acknowledged the informa-i tion and stated that the leaking snubber will be restored in an operable condition prior to returning Unit 1 to power.
