Nuclear Support Branch Meeting Summary Meeting on March 21, 1978 (Report No. 50-010/78-09; 50-237/78-08; 50-249/78-08; 50-254/78-10; 50-265/78-12; 50-295/78-06; 50-304/78-06)

Areas Inspected: This was a special, announced meeting conducted to dis-cuss the performance of the three Commonwealth Edison Nuclear Stations, to discuss actions being taken by Commonwealth Edison to improve regulatory performance, and to discuss the findings of the Dresden Equipment outage events investigating task force.

Results: Of the areas discussed, no further items of noncompliance or deviations were identified.

Corporate Meeting

The fourth in a series of meetings between corporate management of Commonwealth Edison Company and Region III representatives vac held to review the status of corrective actions being taken by CECO to improve the regulatory performance of it's nuclest stations, a.

Task Force Findings Related to the Dresden Equipment Outage Control Problems The licensee stated that the task force has completed the review of all individual events and has written a summary report. The final version of the report is expected to be completed by March 31, 1978.

The licensee concludes that improvements in management controls are needed to preclude recurrence of the events which occurred in late 1977 and early 1978. Among the prob-lem areas identified were the lack of awareness for the need to properly use the out of service system by the appropriate personnel, low experience levels of personnel in some cases, and inadequate measures for independent verification of equipment alignment.

The licensee stated that many of the recommendations of the

report are already in the process of being implemented.

Training of Personnel in Surveillance Procedures The licensee stated that the program at Zion has been completed and that there has been an ongoing program for some time at the Quad-Cities and Dresden stations.

c.

Program for Review of Events The licensee has completed the instruction in the Profes-sionalism course at all CE stations.

The program is designed to determine for each personnel error what level review of an event will be undertaken.

The more significant errors will be reviewed at the corporate level.

d.

Program for Procedure Revisions The licensee stated that an ongoing program for procedure revision on a periodic basis at each station is in place to insure that procedures are updated to reflect current

situations and changing policies. Based on the Zion experi-ences it is intended that reviews of all operating procedures will be done to insure that adequate cautions and precautions

are included. This review should be completed for the Zion Station by October 1, 1978, and for Dresden and Quad-Cities stations by December 31, 1978.

Interplant Feedback Between Nuclear Sites The licensee described methods being utilized to assure that problems found at one station are reviewed for applicability at other operating plants as well as those plants in the construction phase.
