Inspection on June 22, 1978 (Report No. 50-010/78-21; 50-237/78-19; 50-249/78-21; 50-254/78-17; 50-265/78-18; 50-295/78-16; 50-304/78-16 Areas Inspected! A special announced meeting was conducted to discuss the performance of the three Commonwealth Edison Nuclear Stations rela-tive to the actions being taken by Commonwealth Edison to improve its regulatory performance. Also discussed were the findings of the recent investigation related to the qualification of security guards "at the Dresden site.
Results: Of the areas discussed, no further items of noncompliance or deviations were identified.

Corporate Meeting
This meeting between corporate management from Commonwealth Edison Co.
(CECO) and Region III representatives was one of a series being held to review the status of corrective actions being taken by CECO to improve the regulatory performance at its Nuclear Stations. Also discussed were the results of the security investigation held at the ' -sden Station regarding security guard qualifications.

The NRC explained the background associated with the implementation of the resident inspector program at the Nuclear. Power Plant sta-tions. Program timetables, role of the inspector, office space needs, as well as general program icplementation by the resident inspector at Dresden were discussed.

Instrument Air System Oil Problem - Zion The licensee described the chronology of efforts expended to correct
.
the instrument air oil problem. Efforts included the correttive actions of procuring additional compressor capacity and addition of oil filters. The licensee stated that since May of 1978 adequate compressor capacity has been maintained but that the oil problems still persist to some extent due to oil residue in the lines. The licensee is continuing to explore additional means of resolving the oil problem. This item will be reviewed further at the Zion Station.

Recommendations of Management Consultant The' consultant and CECO have finalized the problem areas identified during the evaluations made at the nuclear sites into twelve
,
areas which require further study and management attention.
7 Eight of these areas are being studied jointly by CECO and the con-t,sultant to develop correctiva actions. The remaining areas are
. being studied by Commonwealth Edison staff. The review of these areas is estimated to take from seven to seventeen weeks. The status of these items will be reviewed durind the next meeting.

Jnvestigating Committee Findings The licensee stated that the last of the recanmendations pertaining to plant out-of-service systems was implemented on June 14, 1978.
These recommendations had been sent to all three nuclear stations and each recommendation has been reviewed for applicability. The
,
implementation of these recommendations will be reviewed during subsequent inspections.

Security Guards Oualification - Dresden Licensee representatives were briefed on the results of the Region III Dresden investigation relating to falsification of guard fire-arms qualification records and vital area door check records by guard contractor persr#n'al.
They wtre advised noncompliance cita-tions would not be maae since the items identified were through CECO's management audit program.
