Areas Inspected: This was a special, announced meeting conducted to dis-cuss the performance of the three Comonwealth Edison Nuclear Stations, to discuss actions being taken by Com onwealth Edison to improve regulatory performance, and to discuss equipment outage control events that occurred at Dresden.

Corporate Meeting

The meeting was held to review the status of corrective actions being taken by CECO to improve regulatory performance in general, and speci-fically to review corrective actions being taken to eliminate incidents occurring at Dresden due to lapses in equipment outage controls, a.
Corrective Actions The licensee stated that the following corrective actions are currently in progress.
.' 1 ) A management consultant is currently being selected to review a spectrum of management controls, which includes such activities as assignment of responsibilities, pro-cedure development, review and audit.
Current schedule for selection of the consultant was to be completed in time to start the review by February 1, 1978.
The review is expected to take approximately six months.
(2) The licensee has initiated a review of operating procedures at all three operating stations.
The review will include a need for additional precautions, required frequency for k-2-

be at the work station. The review is currently being scoped. A tentative completion date has been~ set for the end of 1978.
l (3) The licensee stated that as part of the management con-
sultant review, they will look at ways of improving the stability of the site organizations. On a trial basis, the licensee will keep the region informed of potential moves of key plant personnel at all three plant sites.
The licensee s' ated that an investigative group has been (4)'
t formed to look at significant personnel errors and are currently formulating procedures to insure that all per-sonnel errors receive some level of formal review. This group is also reviewing the verification program needed during equipment outages and will recommend changes based

on their. review. Current schedule calls for this review
to be completed in 45 days.

Review of Dresden Equipment Outage Events

A discussion was held relative to some of-the equipment outage
_
control problems experienced at the Dresden Station. Dresden site management review indicates that the main problems appear i
to be an unawareness of the details of the out-of-service
{
implementing procedures and a' lack of awareness of the best
me: hod of system isolation. As short-term corrective action,

a class on out-of-service control is to be started January 16, 1978. In addition, systems training will be given to maintenance j
foremen,-and will stress the proper method of taking equipment-out of service.
l New outage equipment procedures are being developed with more built in management control.

Long-term corrective action will depend on the findings of the investigative task force, which is due to be completed in 45 l
