Areas Inspected: A special announced meeting was conducted to discuss the perfomance of the three Commonwealth Edison Nuclear Stations relative to the actions being taken by Commonwealth Edison to improve its regulatory performance.
Results: Of the areas discussed, no further items of noncompliance or deviations were identified.

Corporate Meeting

The sixth in a series of meetings between corporate management from Commonwealth Edison Company and Region III representatives was held to review the status of corrective actions being taken by PTCo to improve the regulatory performance of its Nuclear Stata -S.
Dresden Events - The licensee described the mis-switching a.
of the Unit 2 -250 VDC system on March 20, 1978 and the incorrect valving of the Unit 2 - ECCS valves that occurred on April 28, 1978.
The licensee had made a formal review of the March 20, 1978 event and initiated corrective action to prevent recurrence of the event. These corrective actions include better communication techniques with the workers;

relabeling of breakers and changes to the procedure nomen-

clature to agree with the labeling.
The April 28, 1978 event is still under review by the licensee and specific recommendations have not yet been

Investigating Committee Findings
The licensee stated that the investigative committee findings relative to the Dresden events occurring in late 1977 and January of 1978 has been completed. Recommendations have been sent to all three nuclear stations and the site's

responses to the recomtnendations are now under review.

The recommendations were also sent to the plants in the construction phase for incorporation into their procedures.
The licensee stated that the sites final corrective actions resulting from the recommendations would be provided to the NRC.

Resident Inspector Program The licensee was informed that a resident inspector had

'been selected to start the program this year at the Dresden
site and that other inspectors would probably be placed

on the Quad-Cities and the Zion plant. sites during the next several years. A future meeting will be scheduled to discuss the implementation of the program.

The licensee expressed the need for more timely resolution l
as well as improved interchange of information relative to the processing of technical. specification changes by NRR. The licensee also expressed the need for changes in the surveillance testing program to enhance system reliability and reduce the manpower requirements for conducting tests.

Items of interest - CECO The licensee requested that a meeting be set up to discuss in detail their concerns relative to the midterm QA inspection findings at I,a Salle. A meeting will be scheduled in the near future with Region III staff.

Consultant Status The licensee stated that Booz, Allen and Hamilton has completed Phase 1 of the study. Meetings are currently being held between the consultant and CECO to decide what

further actions are reqitired based on the survey findings to date. The licensee snia.tes that the resoltuion of
