Haddam Neck Plant Proposed Revision 2 to the Quality Assurance Program This latter, in accordance with 10CFR50.54(a)(3), transmits proposed Revision 2 of the Connecticut Yankee Quality Assurance Program (CYOAP) for information and NRC approval of Exception Number 8 of Appendix E of the CYOAP. Connecticut Yankee Atomic Power Company (CYAPCO), in a letter dated December 5,1996W announced the decision to permanently shutdown the HNP.

Proposed Revision 1 to the CYQAP was transmitted to the NRC via letter dated April 25,1997(2) and was approved by NRC letter dated October 14,1997( ).

] Organizational and administrative changes implemented during the previous year and an

overview of the proposed changes included in Revision 2 of the CYQAP are described in l Attachment 1. These changes are arranged in a sequence which coincides with Revision 1

} of the CYQAP. Attachment 1 provides reasons for all intent changes but does not discuss

i. all re-formatting, grammatical, editorial or typographical changes, in accordance with 4 10CFR50.54(a)(3)(ii).

! The changes included in proposed Revision 2 of the CYQAP reflect the permanently

defueled plant condition. - Revision 2 of the CYQAP continues to meet the criteria of
10CFR50, Appendix B. CYAPCO has included one reduction in CYQAP commitments

! within the scope of Revision 2. This reduction in commitments is the addition of Exception Number 8 of Appendix E, which reduces the frequency of performing periodic procedure

, reviews from two years to no less than once every five years.

Exception Number 9 has also been submitted to clarify that CYAPCO is no longer required to maintain Senior Reactor Operator's Licenses, as previously approved by the NRC with the issuance of Amendment 193 to the CY Operating License. Since CYAPCO is permanently defueled, the Operations Manager is no longer required to

, maintain a Senior Operator's License. CYAPCO will continue to maintain the Technical l Specification requirement for minimum shift crew composition which includes a Certified l Fuel Handler.

- Please note that the CYQAP is shown as Revision 2 without a date. This document will be issued as Revision 2 and dated the same day as the effective date of NRC Staff approval. A copy of proposed Revision 2 showing the changes from Revision 1 is also

provided in Attachment 1 for your information and use.
