And Addendum 7 to Annual Report Northeast Nuclear Energy Company (NNECO) hereby submits, as Attachment 1, Addendum 5 to Revision 10 to the FSAR in the form of replacement pages as required.

Revision 10 to the FSAR was submitted on July 1,1997,* and Addendum 4 to Revision 10 was submitted on January 30,1998.*

Pursuant to 10CFR50.71(e)(2)(i), I certify that this revision accurately presents changes completed since our previous submittal that are necessary to reflect information and analyses submitted to the Commission or prepared pursuant to -

Commission requirements, as of the previot- submittal. NNECO is currently performing an extensive review of the Millstone unit No. 3 design and licensing bases which has resulted in some changes provided herein, and will result in future changes to the FSAR. The changes resulting from that review and presented herein represent those initiated through November 15,1997, with the exception of eight changes which are still in review.

For planning purposes and to enable orderly review by the Commission of the expected changes to the FSAR resulting from the ongoing reviews, and as indicated in the letter

Nuclear Regulatory Commission B17083\Page 2 submitted October 29,1997,*) NNECO intends to submit frequent periodic addendums to FSAR Revision 10 and if necessary, Revision 11, until the Unit 3 FSAR reflects information current to the date the unit is restarted. Subsequent to that, revisions to the Unit 3 FSAR will be submitted in accordance with the schedule provided in 10CFR50.71(e).

Pursuant to 10CFR50.71(e) and 10CFR50.4(b)(6), this transmittal consists of one original and ten copies. As stipulated in 10CFR50.71(e)(2)(ii): "This submittal shall include an identification of changes made under the provisions of Section 50.59 but not previously submitted to the Commission." Pursuant to Section 50.59(b) with the exception noted, such information is routinely submitted to the NRC as part of our annual reports, and is not included in this submittal. The mos+ recent annual report was submitted on February 28, 1997,") for the period January 1,1996 through December 31,1996. Please note that Attachment 2 includes information covering changes contained in this submittal but not included in the February 28,1997, letter, and is provided herein as Addendum 7 to that annual report.
