' Safety Conscious Work Environment Comprehensive Plan" (SCWE CP) for Millstone Station. The SCWE CP is provided as an attachment to this letter for your information.

The purpose of the SCWE CP is to:

. Identify the initiatives and activities to establish a SCWE and a restructured ECP

. Track and monitor open action items e identify corresponding success criteria and performance indicators used to monitor the health of the SCWE and the effectiveness of the ECP The SCWE CP includes the remaining open items from the NNECO Ce nprehensive Plan dated January 31,1997 and Supplement 1 dated July 24,1997. The SCWE CP supersedes these previous submittals. The closed items from the NNECO i Comprehensive Plan are being reviewed and reconciled and will be available for NRC evaluation. l l
