Addendum 1 to Revision 9 to the Final Safety Analysis Report And Addendum 1 to Annual Report L

Northeast Nuclear Energy Ccimpany (NNECO) hereby submits, as Attachment 1, Addendum 1 to Revision 9 to the FSAR in the form of replacement pages as required.

Revision 9 to the FSAR was submdtu' on June 28, 1996. Pursuant to 10CFR50.71(e)(2Xi), I certdy that this revision accurately presents changes completed since our previous submdtal that are necessary to reflect information and analyses submdted to the Commission or prepared pursuant to Commission requirements, as of the previous submittal NNECO is currently performing an extensive review of the Millstone Unit No. 3 design and licensing bases which has resulted in some changes provided herem, and may result in sigruficant future changes to the FSAR. Changes from this effort will be provided in a future submittal.

For planning purposes and to enable orderly review by the Commission of the expected large volume of changes to the FSAR resulting from the ongoing reviews, NNECO intends to submit penode addendums to FSAR Revision 9 as progress of the verification e' fort and volume of changc3 dictate. Revision 10 to Millstone Unit No. 3's FSAR is scheduk i to be submdted by June 30,1997 to cover changes as of December 31,1996 (6 months current) pursuant to 10CFR50.71(e)(2)(i). Subsequently, if necessary, addendums to Revision 10 will be submdted as progress of the venfication effort and volume of changes dictate.

Pursuant to 10CFR50.71(c) and 10CFR50.4(b)(6), this transmittal consists of ore original and ten copies.
