U.S. Nuclear Regulatory Commission j Washington, D.C. 20555 Millstone Nuclear Power Station, Unit Nos.1, 2, and 3 Comprehensive Plan for Reviewing and Dispositioning Safety Concems Submittal of Action Plans With our letter dated January 31,1997, Northeast Nuclear Energy Company (NNECO) submitted the Northeast Utilities Plan for Addressing Employee Concems (the Plan), as required by the NRC's Order dated October 24,1996. In that letter, NNECO made commitments to submit action plans in support of the Plan. This letter transmits two of j those action plans, representing completion of commitments B16154-5 and B16154-8.  ;

- Attachment 1 to this letter contains the Employee Concems specific Action Plan incorporating the elements listed in Action item #5 of the Plan. This plan encompasses activities conducted by the President and CEO of NNECO to formalize and roll-out the Plan to Millstone employees and to establish the behavioral expectations that he considers essential to a healthy employee concems environment.  !

Attachment 2 to this letter contains the Employee Concems specific Communications Action Plan incorporating the elements listed in Action item #8 of the Plan. This plan  ;

encompasses initial activities to promote the new Employee Concems Program to '

employees via a number of communication vehicles. These Action Plan activities will be coordinated with Action item #9-2 of the Plan, which requires the Director, Employee Concems to develop and implement a comprehensive communication plan.

There are no commitments contained in this letter. The dates identified in Attachments 1 and 2 are for intamal tracking by NNECO only.
