The purpose of this letter is to retract a license amendment request which proposed a

clarification to the Emergency Diesel Generator fuel oil supply design basis specified in the Millstone Unit No. 2 (MP2) Technical Specifications.

On November 30,1994,' Northeast Nuclear Energy Company (NNECO) proposed to

_ amend its Operating License, DPR45, for MP2 to clarify the design basis for the j Emergency Diesel Generator fuel oil supply specified in LCOs 3.8.1.1.b and 3.8.1.2.b.

l Specifically, an explanatory footnote associated with each LCO was proposed to be

! added at the bottom of pages 3/4 8-1 and 3/4 8-5. In a letter dated March 20,1995,2 i the Nuclear Regulatory Commission (NRC) requested additional information to

! complete the review of the license amendment request. The requested information was i

The requested information was provided in a letter dated August 1,1995.8 Discussion NNECO has determined that the clarification to the Emergency Diesel Generator fuel oil supply design basis should be located in the Bases section of the Technical Specifications, rather than as a footnote to the LCOs. The revised Dases will be submitted, under a separate submittal, for the Staff's review. Thus, we retract the license amendment request dated November 30,1994, as supplemented on May 8, 1995 and August 1,1995.
