P.O. BOX 270 HARTFORD, CONNECTICUT 061410270 k L j ZZ[Cl[.7,CC, (203) 665-5000 February 12, 1993 Docket No. 50-213 814371 Re: ASME Section XI U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Gentlemen:

Haddam Neck Plant Pressurizer Examination Results In a letter dated August 3, 1990,"8 the NRC Staff requested that Connecticut Yankee Atomic Power Company (CYAPC0) perform an ultrasonic test. (UT) reexamination of the pressurizer indications / flaws identified during 1990 at the Haddam Neck Plant. CYAPC0 reexamined the indications / flaws during the 1991-1992 refueling outage and provided the results to the NRC Staff in a letter dated March 24, 1992.<2 The purpose of this letter is to inform the NRC Staff that based on the conclusions articulated in our March 24, 1992, letter, CYAPC0 is not planning to perform any inspections of the pressurizer cladding, either during the upcoming Cycle 17 refueling outage or in the future.

As discussed in the March 24, 1992, letter, all three of the' indications / flaws that we identified during the 1990 outage .and reexamined during the 1991 outage were found to be acceptable, without repair, under the flaw acceptance standard in Table IWB-3510-1 of ASME Section XI. Based on these acceptance criteria, these indications / flaws are not required to. be reexamined under the provisions in IWB-3122.4 of our current in-service inspection program ASME Code Section XI, 1983 Edition commitment, or IWB-3142.4 of later Staff-approved editions of Section XI.

Based on the 1991 reexamination results and the fact that no future ASME Code Section XI reexaminations are required for any of the existing pressurizer indications / flaws, CYAPC0 requested that the NRC Staff reconsider the safety (1) A. B. Wang letter to E. J. Mroczka, "Haddam Neck Plant, Evaluation of Cracks and Flaw Indications in the =Haddam Neck Pressurizer (TAC No. 75526)," dated August 3, 1990.

(2) J. F. Opeka ldter to the U.S. Nuclear Regulatory Commission, "Haddam Neck Plant,- Pressurizer Examination Results," dated March 24, 1992.

i evaluation report position (NRC Staff letter _ dated August 3,1990) that CYAPC0

' reexamine all of the-indications / flaws during the next two refueling outages, i CYAPC0 requested that the Staff respond, in writ;ng, as to the_ acceptability-of this. proposal.

Based on recent conversations with the NRC ~ Staff, CYAPC0 ~ is hereby revising l

- our proposal as documented in the March 24, 1992, letter.- - The NRC - Staff.

originally requested that-the additional examinations.be performed when it was believed that there were indications / flaws that were outside- the ASME Code criteria. Since CYAPC0 was able to verify that all indications / flaws 1 are j acceptable in accordance with the ASME Code, no additional examinations are
required by the code. On this basis, CYAPC0 has decided not to perform any l

additional examinations relative-to these indications / flaws, either during the

! upcoming - Cycle 17 refueling outage ' or in the- future. We believe that no

[ further NRC action is needed as a result of this letter, but we would be pleased to respond to any questions you may have.

Very truly yours, CONNECTICUT' YANKEE ATOMIC-POWER COMPANY-j J. F.'Opeka J
