Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 Proposed Revision to Technical Specification Electrical Power Systems-4CJoyrces (TACJg22M4R By letter dated March 28,1990 (reference), Northeast Nuclear Energy Company (NNECO) submitted an amendment request to the NRC Staff which would revise the technical specifications of Millstone Unit No. 3. The proposed changes would revise Technical Specification Section 3/4.8 for the emergency diesel genera-tor reliability and availability, in the referenced letter, among other changes, it was pecposed that Survell-lance Requirement 4.8.1.1.2.a.6 (a monthly surveillance test) be modified to specify error bands in loading the diesel generator in lieu of the existing requirement to load the diesel generator greater than or equal to a given value. In addition, in the referenced letter, it was proposed that Surveil-lance Requirement 4.8.1.1.2.g.7 (a 24-hour run test) be modified to specify an indicated target value in lieu of existing requirement to load the diesel generator greater than or equal to a given value.

The purpose of this letter is to withdtaw the a changes discussed above as we agreed to in our conference call with the Staf f on October 28, 1991, lhere-fore, as agreed, the proposed changes related to Surveillance Require-ments 4.8.1.1.2.a.6 (loading of diesel generator during a 31-day surveillance) and 4.8.1.1.2.g 7 (loading of diesel generator during a 24-hour rur.) are being withdrawn at this time. NNECO intends to resubmit these changes at a later date. The proposed technical specification changes transmitted via the referenced letter have been revised to reflect the above discussion and are included herein as Attachment 1.

We believe the above information, coupled with the information provided in the referenced letter, provide a complete basis for approval of the requested
