Subject:

Catawba Nuclear Station, Unita 1 and 2 Docket Nos. 50-413 and 50-414 LER No. 50-41'/90-025 and NRC Inspectiot Report No. 50-413, 414/90-09 Notification of Misse6 'ommitment and Change in Commitment

Reference:

Letter from Duke Power Company to NRC, Response to NRC Violation, Dated June 7, 1990 The subject LER describes an event that occurred on Unit 1 on April 9, 1990, where an unexpected Engineered Safety Features (ESP) actuation occurred during performance of the Incore Thermocouple and Resistance Temperature Detector (RTD) Cross Calibration Test. The NRC documented their review of this event in the subject inspection report and issued a notice of violation to Catawba.

As a planned corrective action o<sociated with both the LER and the notice of violation, Cacawba revised the Unit 1 and 2 procedures for conducting the above test to perform the test on only one channel of ESF instrumentation at a time.

In 1995, Catawba contracted with a vendor to perform the Incore Thermocouple and RTD Cross Calibration Test using an improved approach. This approach provides more accurate results. This is accomplished through the rapid collection of large amounts of data on all four channels i simultaneously.

  • kin large amount of data is then analyzed by the vendor using t.aatistical methods to generate a report h,v3G ") 'D from the test. This method also provides the ability to '

, cancel out the effects of normal slight fluctuations in reactor coolant _ temperature, as well as anomalo'us readings that need to be removed from the overall sample population.

By comparison, the previous method collected very little j data and performed less data reduction.  !

4dien the Unit 1 and 2 pcocedures were revised in 1995 to allow use of the vendor test methodology, it was not recognized.that the planned corrective action for the subject LER and the notice of violation was being modified, i The purpose of this-letter is to inform the NRC concerning I the missed commitment in this regard. Also, concerning ,

i future tests, Catawba is changing its prior commitment to allow continued use of the vendor methodology as described above. Catawba plans to utilize the vendor methodology in the current Unit i end-of-cycle 10 refueling outage.
