Revision of Completion Date for Corrective Action Concerning Licensee Event Report (LER) 91-11 In Reference 2, Omaha Public Power District (OPPD) revised the date to complete the program for implementation of corrective actions concerning LER 91-11 to December 31, 1992. This was necessary due to the unanticipated need for vendor support in evaluating the design basis setpoint calculations, including detailed analysis for the Thermal Margin / Low Power TMLP) trip function. UnTike other Reactor Protective System and Engineered Saf ty Feature loops, the TMLP setpoints and uncertainties require the application of a special . statistical analysis.

Combustion Engineering (ABB/CE) has performed the current setpoint analysis.

However, completion of an uncertainty analysis is also required and OPPD is not trained to apply these special analytical techniques. To resolve this issue, OPPD has contracted with AB CE to perform the uncertainty analysis for the TMLP inputs and associated calcu ational hardware. OPPD expects these calculations to be completed b April 9, 1993. All committed actions associated with LER 91-11 have been comp eted with the exception noted above.

Mr. P. H. Harrell- of the NRC Region IV staff concurred with the revised completion date noted above during a telephone call _with Mr. R. W. Short of my staff on December 17, 1992. '
