DOCKETS 50-266 AND 50-301 LICENSEE EVENT REPORT 96-016-00 PRESSURIZER SAFETY VALVE LIFT SETPOINT OUT OF TOLERANCE DUE TO TEMPERATURE EFFECTS POINT BEACH NUCLEAR PL ANT. UNITS 1 AND 2 Enclosed is Licensee Event Report (LER) 96-016-00 for Point Beach Nuclear Plant, Units I and 2.

This report is provided in accordance with 10 CFR 50.73(a)(2)(ii)(B),"a condition that was outside the design basis of the plant." This report describes the discovery that the as-found lift pressure for Unit 2 pressurizer safety valve 2RC-434 exceeded the maximum lift pressure allowed by the ASME Code due in part to ambient temperature errors imposed during testing. The Code allows a maximum as-found lift setting of 103 percent of the nominal pressure setting. The as-found value represented approximately 103.2 percent of the nominal pressure setting. Therefore,2RC-434 was considered inoperable per the A 9ME criterion. These ambient temperature errors were also applied to the Unit I pressurizer safety valves.

This LER was not submitted within the 30-day requirement of 10 CFR 50.73 due to a failure of our administrative processes which evaluate and assign potentially-reportable issues. We will be evaluating these administrative processes and implementing programmatic improvements as necessary.
