GENERIC FUNDAMENTALS EXAMINATION FAILURE CAUSES AND CORRECTIVE ACTIONS i This letter is in reply to your July 12,1999 correspondence which was in response to our letter dated May 11,1999, regarding the high failure rate for the Generic Fundamentals Examination I of April 7,1999 for Nine Mile Units 1 and 2. The high failure rate was an indicator of potential program problems. Your correspondence addressed your corrective actions already taken and q proposed in response to the problem and it revealed at least one program shortcoming along with other areas forimprovement.

Specifically, you found that the generic fundamentals topics were removed from the Unit 1 Auxiliary Operator Training Program in 1997 - a program shortcoming. Also, the GFE program for licensed operator candidates needed to be upgraded. Your corrective actions were focused on specifically addressing the program shortcoming and enhancing overall the process of selecting, preparing and evaluating license class candidates during the fundamentals training.

We also note that you are extending your evaluation in this area to the current initial license training class.

We consider these actions acceptable and this area may be further reviewed in a future inspection or examination. We appreciate your cooperation in this matter.
