Instrumentation and Control Independent Design Review Meeting for CESSAR-F

Dear Mr. Denton:

As you are aware, there is a very tight licensing review schedule presently in effect on Combustion Engineering's Standard Safety Analysis Report - FSAR (CESSAR-F) and the Palo Verde Nuclear Generating Station units. Any delays at this point will have significant impact on that review schedule.

On March 5, 1981, representatives of Combustion Engineering (C-E) and Arizona Public Service met with your staff to discuss the agenda and other procedural items of the subject Independent Design Review (IDR) or System Review. At that meeting, the scheduled date of the IDR was delayed by your staff from the end of March to the middle of May. The rationale provided for this six-week delay was the work load within that particular branch. Considering the amount of effort required prior to the issuance of the Safety Evaluation Re-port for CESSAR-F, this delay could result in inadequate time available for the staff to complete its review. On the other hand, should we be allowed to continue with our planned IDR a more effective and efficient use of both of our resources could result.

We, therefore, request that the instrumentation and control IDR be rescheduled at the first available opportunity. Please feel free to contact me or Mr.
