Steam Generator Tube Vibration Issue Closeout on the CESSAR-F Docket

Dear Mr. Vissing:

The reference letter requested that the Steam Generator Tube Vibration Issue be closed on the Combustion Engineering Standard Safety Analysis i Report - FSAR (CESSAR-F) docket. This letter reiterates that request and provides the additional technical documentation which was requested by NRC reviewers.

At a meeting held ogJanuary 27, 1988, C-E overviewed to NRC reviewers the initial System 80 steam generator design program, the tube wear evaluation program resulting from the vibration-induced wear observed in the coldside corner region of Palo Verde Units 1 and 2, and the plugging, staking, inspection, and monitoring program which was implemented as the corrective measure. At the conclusion of C-E's presentation, the NRC reviewers that were present agreed that the issue could be closed for the System 80 plants which currently reference CESSAR-F (PVNGS 1, 2, 3 and WNP-3) provided specific, additional documentation is submitted for review.

In fulfillment of this request, we are submitting the attached material.

Enclosure (1) overviews Combustion Engineering's tube wear evaluation program and the corrective actions which were taken. Enclosures (2) and (3), respectiveiy, provide a CESSAR change package to document the potential for steam generator leakage to occur and the tube burst test results from the Bat Wing Evaluation Program. C-E believes this submittal fulfills our remaining requirements and that this issue is now resolved. 60k 3 I

We believe that the plugging, staking, monitoring, and inspection program provides an adequate level of safety for all plants which currently reference CESSAR-F.
