Dear Mr. Vissing:

Reference (A) requested that Combustion Engineering update the list of Regulatory Guides which appears in CESSAR-DC to be in accordance with Section 17.1 (Quality Assurance) of the Standard Review Plan. The enclosure to this letter provides our response.

Reference (B) identified an organizational consolidation of quality assurance functions within the Nuclear Power Systems Division of Combustion Engineering. We are now in the process of reviewing our Quality Assurance Program against the guidance of NQA-1. This review is expected to result in a revision to our Quality Assurance Program. These changes will not diminish our commitment to quality, but rather will reflect the consolidation of Quality Assurance Standards. As agreed upon in Reference (C), this revision will be submitted in accordance with 10 CFR 50.55(f)(3).

Enclosure to LD-88-021 Page 1 of 1 Response to a NRC Request for Additional Information Concerning the Quality Assurance Branch Review of CESSAR-DC Submittal of Chapter 1 Question Section 1.8 in Amendment 12 to CESSAR addresses C-E's commitment to Regulatory Guides. In the area of Quality Assurance (QA), Table 1.8-1 should be updated to include the following Regulatory Guides in accordance with Section 17.1 of the Standard Review Plan (NUREG-0800) and EPRI's "ALWR Utility Requirements Document," June 1986.

Response

As changes ere made to the System 80 design g as the expanded scope features are added resulting in the System 80+ Standardized Design, all current applicable Regulatory Guides will be utilized. The list of Regulatory Guides which appears in Chapter 1 will be updated accordingly during the CESSAR-DC submittal process.

Each of the Regulatory Guides which were identified above will be addretsed as the corresponding CESSAR-DC chapter is developed. It is expected that most of these Regulatory Guides will be included in Table 1.3-1 as a result of a revision to either Chapter 17 or to C-E's Quality Assurance Program Description which is referenced in Chapter 17.

Combustion Engineering's Quality Assurance Program is described in CENPD-210A. We are currently in the process of reviewing this program against all applicable guidance and requireraents of NQA-1. Combustion Engineering's next program revision is expected to acknowledge NQA-1 as the basis fer our quality assurance program. Our reasons are: 1) NQA-1 has been endorsed by both NRC and ASME, 2) NQA-1 represents a ,

consolidation of numerous standards and, thus, has reduced the redundancy of requirements without changing the intent of previous standards. and 3) Combustion Engineering already uses NQA-1 as the basis for several quality assurance programs that have been approved by ASME.
