{{#Wiki_filter:i Shearon Harris Nuclear Plant RP Radiation Safety Baseline Inspection Initial Information Request Inspection Report: 05000400/2023002 During the week of July 24-28, 2023, the U.S. Nuclear Regulatory Commission (NRC) will perform a baseline Radiation Safety Inspection at the Shearon Harris Nuclear Plant (NRC Inspection Procedures 71124.06, 71124.07, and 71151). To minimize the impact to your onsite resources during the inspection and ensure the inspectors have the necessary information to complete the inspection while on-site, we have enclosed a request for documents needed for this activity. The NRC requests that these documents be provided to the inspectors no later than July 10, 2023. To the extent possible, please organize the information in directories as requested below and if possible, use a descriptive name for the files provided. Recent experience has demonstrated the most efficient method to transfer this information to the NRC is via CERTREC. It is best to upload all the requested information in one large zip file. If there are questions regarding the documents requested, or method of transfer, please do not hesitate to contact the lead inspector. Documentation for NRC inspection procedures 711124.06, and 71124.07 should be from November 1, 2020. Documentation for NRC inspection procedure (IP) 71151 should be from September 1, 2022. These dates are approximate to the last time these inspections were conducted. Also, provide only a listing and title for NCRs requested for each inspection procedure and inspectors will select a sample from these for in-depth review during the inspection. Procedures for gaseous and liquid effluents to include collection, analysis, release, alarm setpoints, dose evaluations. 2. Copy of the current Offsite Dose Calculation Manual (ODCM) including a list of changes since November 1, 2020 (if any). 3. Two most recent Land Use Census and a list of changes since November 1, 2020. 4. General radioactive effluent processing/discharge systems diagrams. 5. List of changes made to radioactive effluent processing/discharge systems since November 1, 2020 (if any). 6. List of out of service (OOS) time periods for any effluent monitors that required compensatory sampling since November 1, 2020.



2 7. The last two gaseous effluent release permits and liquid effluent release permits. 8. List of all unmonitored spills, leaks, or unexpected liquid/gaseous discharges since November 1, 2020. 9. Most recent audit, self-assessment, and/or review of the radioactive effluent monitoring program 10. List of CRs generated since November 1, 2020, because of gaseous and liquid effluent processing and/or ODCM related activities. This should be a list of corrective action documents containing a CR number and brief description, not full CRs.

71124.07 - Radiological Environmental Monitoring Program (Last Inspected November 1, 2020) 1. Procedures for radiological environmental monitoring including but not limited to: a. Collection, preparation, and analysis of all environmental samples b. Calibration and maintenance of REMP air and/or water samplers c. Calibration of meteorological monitoring instruments d. Periodic meteorological instrumentation surveillance requirements e. Land use census f. Procedures associated with NEI/industry groundwater protection initiative 2. Collection schedule for REMP samples during the week of inspection and contact information for collection staff. 3. Last two calibration records for REMP air and water sampling equipment 4. Last two calibration records for meteorological monitoring instrumentation on the primary tower (wind speed & direction, and air temperature) 5. Data recovery report for meteorological monitoring instruments since November 1, 2020 6. Most recent inter-laboratory comparison program results 7. List of systems, structures and components identified as credible mechanisms for the potential release of licensed material to the groundwater (e.g., SSC risk ranking matrix) 8. List of any non-radioactive system that has become contaminated since November 1, 2020 9. Summary of any leaks and/or spills that have occurred since November 1, 2020 (a copy of 50.75(g) file) 10. Copies of any reports to the NRC regarding abnormal onsite spills/leaks or radioactive material since November 1, 2020 11. Groundwater monitoring results since November 1, 2020 12. Environmental TLD results since November 1, 2020 13. List of onsite surface water bodies (e.g., ponds, retention basins, lakes) that contain or can potentially contain radioactivity 14. Most recent audit/self-assessments of REMP activities including vendor activities documents related to REMP activities or groundwater, including leaks or spills since November 1, 2020 15. List of CRs generated since November 1, 2020, because of REMP related activities (REMP, Environmental TLD, Groundwater, Environmental Air Sampling, Environmental Water Sampling, Soil Sample, etc.). This should be a list of corrective action documents containing a CR number and brief description, not full CRs.

71151 - Performance Indicator Verification (Public Cornerstone) (Last Inspected September 1, 2022) 1. Procedure(s) for gathering and reporting PI data 2. List of all CRs related to effluent dose/ODCM issues since September 1, 2022. This should be a list of corrective action documents containing a CR number and brief description, not full CRs.

General and Miscellaneous Information 1. List of primary site contact(s) for each inspection area including name(s), email, and telephone numbers. 2. Corrective Action Program procedures. 3. Plant Management and Radiation Protection organizational charts w/ contact numbers. 4. Schedule of major maintenance/work activities during the week of the inspection (Gantt chart if available). 5. Internal and external assessments and audits of the RP program since November 1, 2020 (excluding INPO). Assistance Requested During On-Site Inspection 1. Health physics assistance in plant walk-downs and information concerning job coverage of ongoing activities to assess access controls. 2.
