LER ATTACHMENT - RO #2-82-024 SUPPLEMENT Facility: BSEP Unit No. 2 Event Date: February 5, 1982 While reviewing logic prints for the Control Building's Emergency Ventilation System, it was determined that the system trains will not isolate upon the receipt of a chlorine isolation signal if the system control switch is in the "on" position, Due to problems experienced with the high radiation initiation function for the emergency ventilation trains, the Brunswick station had been running a train with the switch in the "on" position from January 25, 1982, to February 4, 1982.

Due.to a design deficiency, when the system is run in the "on" position, the chlorine contacts are bypassed in the circuit. There is currently an administrative control in effect on the use of the emergency ventilation control switch while in the "on" position. This control is OP-37, '

Section II.I, which states:

If an emergency air fan is in the 'on' position,'the chlorine alarm may not close the normal and or emergency make-up air dam;trs. If the Control Building chlorine alarm is received, the emergency fan switches should be immediately placed in the standby readiness condition and ensure the normal and emergency make-up air dampers close.

Plant Modification 81-032 is being revised to rearrange the chlorine contacts so that when a chlorine isolation signal is received while in the " preferred,"

" standby," or "on" position, the system will isolate. Installation of Plant Modification 81-032 will restore the system to the original design intent and eliminate the use of the aforementioned administrative control. The plant modification is' expected to be installed prior to December 31, 1983.
